Chesterfield County Council on Oct. 24 approved a staff recommendation to accept a bid from Georgia Stone Products at $13 per ton, to be funded from CTC funds, and later approved Project W on third reading.
During the staff items portion of the meeting, Heather (staff) presented the recommended bid award for road material. Council voted to accept the bid by motion and voice vote.
Council then heard a lay explanation of the county's property reassessment and millage process from Michelle (finance staff). She said property is reassessed every five years and that state/local rules limit a property's assessed value increase to no more than 15% at reassessment; the county also used a millage rollback to avoid an automatic windfall. "We go through this every 5 years. We're required to reassess the property every 5 years. And there is a cap...you cannot increase our residents' property value no more than 15%," Michelle said. She explained the rollback process and encouraged constituents to speak with finance staff for details.
Later in the meeting the council entered executive session under the cited supplemental code section 34 78 2 to discuss negotiations and potential claims related to the sale of property identified as 'W.' The council exited executive session with no votes taken and no motions were made during that session.
Near the meeting's end, council moved to approve third reading of Project W; Mr. Smallwood moved, Mr. Price seconded and the motion carried by voice vote.
The meeting adjourned after brief closing announcements; staff reminded attendees that flu shots were available at the nurse station.
