Canton council transmits impact-fees update, approves SR‑140 addendum and other routine business

The Canton City Council handled several administrative and budgetary items at its Nov. 6 meeting, approving routine transmittals and an engineering addendum and hearing updates on planning and consultant agreements.
Impact-fees transmittal: Staff presented the annual update to the capital improvements element (CIE) required for impact-fee reporting to the Georgia Department of Community Affairs and the Atlanta Regional Commission. With no public speakers, the council moved to transmit the update to state reviewers; the motion was seconded and approved by voice vote.
SR-140 utility-relocation addendum: Planning/engineering staff explained a $15,000 addendum to a Kekenwood task order for additional utility-relocation work tied to the SR-140 project (GDOT-required retention-request letter, manhole evaluations and plan revisions). Council moved to approve the addendum and the motion carried.
Calendar, minutes and other routine items: Council approved the amended 2026 meeting calendar (January meetings moved to Jan. 8 and Jan. 22) and approved the Oct. 16 council minutes by voice vote. Council received an informational briefing from public-works staff on planned disposal of two vehicles (a 2000 F-550 and a 2014 Freightliner sweeper) with formal action on disposal scheduled for Nov. 20.
Consultants and planning updates: Staff discussed a proposal from Black & Veatch to update the wastewater master plan (proposal amount presented as $509,309) and said the update would extend planning to 2070 and include flow projections, system evaluations and a capital improvements plan; the item was discussion-only with a planned future vote. Staff also presented a demand-services agreement framework with Tetra Tech Inc. (task-order work to return to council for individual approvals). Finally, staff previewed a forthcoming Nov. 20 agenda item to formalize a zoning condition in the sale of the Indigo Apartments at Prominence Point (10% of units at 80–120% AMI, approximately 17 units).
What happens next: Several items will return for action at the next meeting (intergovernmental elections agreement, vehicle disposition, wastewater master-plan contract, and the Indigo Apartments agreement).
