Council directs submission of Caldwell Central Urban Renewal Plan to Planning & Zoning

The Caldwell City Council on Nov. 17 approved a resolution directing staff to submit the Caldwell Central Urban Renewal Project Area Plan to the Planning & Zoning Commission for review and recommendation ahead of a Dec. 15 public hearing and ordinance consideration.
Mr. Hilty, who presented the item, said the Urban Renewal Commission held a workshop Nov. 7 to answer questions and that the city’s GIS staff produced a revised map and legal description after input from Canyon County Assessor Mr. Stender. Hilty described the document before council as a draft and said state law requires a future public hearing and ordinance before an urban renewal area can be created. He said the Planning & Zoning Commission is scheduled to review the plan this week if the council directs submission.
Councilor Williams moved to approve the resolution directing submission of the plan to Planning & Zoning; the motion was seconded and passed unanimously. Council members and staff emphasized that tonight was not a public hearing on the plan and that public testimony will be accepted at the council meeting on Dec. 15 when the ordinance is considered.
The council’s action on Nov. 17 was procedural: it forwards the draft plan for the statutorily required review and does not itself create an urban renewal area. Staff and councilors noted unresolved details — including the precise legal description and map lines highlighted by the county assessor — that will need resolution as the plan advances to public hearing.
