Oscar, a city staff member, told the council that the Caldwell Housing Authority is an independent public body formed under Idaho Code section 50‑19‑05 and that Section 50‑19‑08 authorizes housing authorities to agree to make voluntary payments in lieu of taxes to reimburse municipal services. Staff explained the agreement sets an initial reimbursement amount with annual increases through 2028, at which point the parties will renegotiate payments based on calls for service.
Councilor Dodi moved to adopt resolution 419‑25 and Councilor Stoddick seconded the motion. The council approved the resolution with five votes in favor; Councilor Dittenburg abstained. The mayor noted the housing authority’s offer of voluntary payments and the city’s appreciation for the partnership.
Staff emphasized that the PILOT is voluntary and is intended to help cover the costs of services the city provides to the annexed Farmway Village. The council did not direct changes to the agreement during the meeting; staff will proceed with finalizing the agreement and implementing the payment schedule.
