Council leans toward Option 1 for Rose District plaza; staff to finalize master plan

Option 1 centers an open lawn and locates the pavilion north along El Paso Street to keep the lawn open for large gatherings; Option 2 keeps the pavilion in a central, expanded position and moves the stage and lawn to the north.
Council members debated tradeoffs: visibility of the farmers market from Main Street, vendor preference to be under the pavilion, loading and unloading logistics for vendors, potential museum expansion, and flexibility for seasonal events such as tree lighting, concerts and movies. Staff noted both options contained the same program elements and said a consultant would deliver final cost estimates tied to the bond package boundaries.
After discussion and a staff recommendation for Option 1, a motion to lean toward Option 1 passed by roll call; staff will have the consultant finalize the master plan and provide updated cost estimates for inclusion in the bond packet.
