City staff told the Broken Arrow City Council that a draft of the next large bond package will be presented to members on Dec. 2, with a two‑week review period and a planned council action Dec. 16 to authorize the legal and engineering teams to prepare ordinances for an April 7 bond election.
The staff presentation said the administration has narrowed an earlier list of proposed projects that once totaled over $600 million to a package estimated in the $400–$415 million range. Staff said the packet will be placed with the city clerk and posted online so the public can review the proposed projects before council votes on whether to move the package forward to the city’s legal and special counsel.
City staff said the remaining work includes finalizing project lists and costs, then a public‑education phase that will run roughly 60 days leading up to the election. The staff presentation identified engineering, construction and legal teams — and specifically mentioned coordination with Kenny Schwab — as key to turning the concept into ordinances and ballot language.
Council members asked about timing, visibility of projects such as museum expansion, and how the package had been reduced. Staff said final cost estimates will be updated after the master plan work and once consultants finalize the scope. No formal ordinance was introduced at the meeting; staff said it will return with formal documentation if council directs moving ahead on Dec. 16.
