Several members said mandatory recusals removed expertise from deliberations and suggested alternatives. City legal/staff said one option is to have council make the final decisions on awards (instead of the city manager) so potential conflicts would be declared rather than requiring full recusal; that would require an update to the council resolution.
Committee members recommended more transparency via sharing the scoring matrix used to rank applications so scorers and applicants understand how points were weighted. Staff agreed to collect stakeholder feedback on the process and to revisit rules for next year; a spring/early-summer work plan was proposed to plan changes before the next grant round.
