Bangor council approves small cultural grants; debate centers on alcohol reimbursements and buying fixed assets

At its Nov. 24 meeting, the City of Bangor council approved a series of cultural grants recommended by the Commission on Cultural Development to support local arts events and programming.
Key awards included Order 26-027 ($1,500 to Bangor Authors Collaborative for the fourth annual Authors Fair and holiday kickoff), 26-028 ($3,000 to Bangor Symphony Orchestra for a music and wellness program), 26-029 ($2,500 to Penobscot Theatre Company for two plays), 26-030 ($1,500 to Robinson Ballet), and 26-031 ($2,000 to a theater company for new LED stage lighting). The items were reviewed by the commission on Nov. 7 and by the Business and Economic Development Committee on Nov. 17.
Council discussion raised two recurring concerns. First, Councilor Laurie Simmons asked whether the $1,500 award for the Authors Fair included alcohol. Economic development director Anne Krieg and other councilors clarified that the itemized reimbursement list and prior-year reimbursements did not include alcohol; Krieg said that if alcohol appears at the event, it would be paid from another funding source and not from the city grant funds. Second, Councilor Mallor and others questioned whether the city should fund fixed assets (lighting) that may remain with a venue. Councilors debated future policy options about funding capital assets but ultimately approved the lighting award; 26-031 passed on a roll call announced as 7 yes, 2 no.
