Project planner and comprehensive planning manager Anne Catlin told the council the changes respond to the state’s Climate Friendly and Equitable Communities rules and include a minor downtown boundary adjustment to remove a half block from the overlay where lots overlap the Monteith Historic District, reduced setbacks along busier roads, maximum block‑length standards and pedestrian perimeter requirements to encourage walkable development.
