"So we're gonna be putting $250,000 into that project," the staff presenter said, explaining the money would come from line items in three different prior-year budgets that were not spent on administration or contingency. Several council members raised questions about the arithmetic in the draft resolution and asked staff to confirm the exact line-item totals; a council member later walked through the line items and confirmed the total equaled $250,000 as described.
Staff said they would check and correct any drafting errors before the regular meeting. The presenter characterized the amendment as time-sensitive; staff labeled the change a "substantial amendment," which triggers required notifications and procedural steps under CDBG rules before funds can be reprogrammed.
