City to pursue oversight and RFP process for public safety building roof after continued leaks; Croft proposal estimated at $37,600

The city reported continuing leaks at the public safety building roof and proposed hiring Croft Engineering and Architects to prepare an RFP, vet contractors and manage either repair or replacement work at an estimated engagement cost of $37,600.
Staff said the original installation (contract awarded to CMM Roofing in May 2024 for $221,900) experienced rain infiltration and that subsequent insurance indemnification did not resolve ongoing leaks. Williamson & Associates completed a final inspection; staff provided that report to Croft for use in preparing the RFP and scope of services. "If we engage Croft for up to $37,600, the first thing we'll do is sit down and come up with a full or correct RFP that'll have scope of services exactly what's to be done," the staff presenter said.
Staff also said they are pursuing potential performance-bond recovery from the original contractor and acknowledged that legal action or negligence claims might also be necessary; staff will return with contractor estimates and a recommended course of action based on RFP responses.
No council action was taken; staff will return with the Croft engagement contract and an estimate of repair or replacement costs for council review.
