Council moves several routine items: downtown parking ordinance, annexations and finance report approved

Caldwell City Council unanimously approved multiple ordinance and finance items on Oct. 6, 2025, including revisions to downtown parking rules, annexation ordinances for subdivision phases, and the city's finance report covering accounts payable and payroll.

Robin Collins, community development director, presented a downtown parking-code amendment recommended by the Caldwell Downtown Advisory Commission that sets a mix of three-hour and four-hour on-street time limits in the core and reduces enforcement hours to 9 a.m.–5 p.m. Monday–Friday with unrestricted weekend parking; staff said roughly 300 residents and business owners responded to a survey informing the recommendation. Council authorized the bill (Bill 58 / Ordinance 3710) to move forward by title, and staff will order signage and activate mobile enforcement tools purchased in the consent agenda.

Council also approved annexation ordinances (Bill 59 / Ordinance 3711) for phases of Masterson Ranch and Pesaro Ridge subdivisions. Those items were moved forward by title and approved for publication.

In finance business, Councilor Allgood moved to accept accounts payable of $7,479,751.26 (check numbers 188445–188916) and payroll totaling $1,732,335.87 (check numbers 40138–40204 and direct deposits); the motion carried.

Councilors used the remainder of the meeting for commendations and community updates, including recognition of a comprehensive-plan award for city staff and an update on a fundraising effort for a Carrie French memorial statue.
