During public comment at the Nov. 24 deliberative meeting, Rob Convery of Apex Automotive and Towing asked the City of Chester to reconsider or table Resolution 138, the planned award of the city’s on-call towing contracts. Convery said his company’s RFP submission shows the wrong property was used in the selection materials, that Apex is properly zoned as C-2 for the intended use, and that supporting documentation had been provided.
"We ask that we table this for further review to see if it's fitting," Rob Convery said, and offered to provide a packet of property highlights, contingency lease letters and licensing documents showing Apex believed it met all requirements.
Council members said the packet would be compared to what the selection committee received and that the committee would review any new documents. The council’s solicitor offered to circulate the materials to the selection committee for examination before the regular meeting on Wednesday. The presiding officer said the council would not table the resolution at the deliberative meeting but would know by Wednesday whether a table or other action was warranted.
Apex’s speakers also described a contingency lease for 1.8 acres and three garages, state licensing (a “South WAR” license referenced in comment), and concerns that the selection committee may have visited or referenced a neighboring property in its report. Council asked staff, including the zoning office and the solicitor, to verify addresses and zoning records and compare the newly provided materials with the submissions on file.
No vote or formal decision on the award was taken during the deliberative meeting; the council directed staff and the selection committee to review the submitted materials and confirmed the item remains on the regular meeting agenda.
