Caldwell council approves easement, MOU, bonding changes, annexation and routine finances

At its Oct. 20 meeting the council unanimously approved a recorded sewer easement, an MOU with the Caldwell Urban Renewal Agency, a simplified 150% developer bonding standard, annexation of Saint Alphonsus Medical Center into the irrigation district, and accepted accounts payable; the council also approved a MOD25‑01 modification and moved into executive session.
Caldwell’s City Council used its Oct. 20 meeting to clear a set of routine but consequential items, including property, interagency and financial approvals.
Easement: The council approved a resolution accepting a permanent 10‑foot sanitary sewer easement from Jeremy R. Gordon and Marlea C. Gordon after city staff said a prescriptive easement had existed for decades and the recorded document is an administrative cleanup. Councilor Williams moved the resolution and the council approved it unanimously.
Urban Renewal MOU: Council adopted Resolution 376‑25, formalizing a memorandum of understanding with the Caldwell Urban Renewal Agency to document and set expectations for shared staffing. Staff clarified the city retains full salary responsibility in its budget and Urban Renewal will compensate via its normal budget process.
Bonding ordinance: Council approved Bill 51 / Ordinance 37‑13 to simplify developer bonding to a flat 150% requirement for one year with options to extend or cash bonds if improvements are incomplete after one year.
Annexation: The council approved Bill 52 / Ordinance 37‑14 to annex Saint Alphonsus Medical Center into the Caldwell Municipal Irrigation District as a housekeeping action.
Quasi‑judicial and other votes: The council approved MOD25‑01 (a condition modification to allow a modern fast‑food restaurant with indoor seating and drive‑thru) and accepted the finance report: accounts payable of $3,398,071.69 and payroll/direct deposits totaling $896,939.81.
Executive session: The council voted to move into executive session under Idaho Code 74‑206(1)(d) to consider records exempt from public disclosure.
All the above routine items passed either unanimously or with recorded tallies as noted; the council amended the agenda earlier in the meeting to move item 17 to new business and to pull item 11 for later consideration.
