City approves nearly $19 million contract to reconstruct secondary runway

The Brownsville City Commission authorized an airport runway reconstruction contract on Oct. 21, awarding the work to Foremost Paving Inc. for an amount not to exceed $18,910,830.20.
Aviation staff said the project covers reconstruction of the pavement, replacement of taxiway and runway lights, signage, and repainting of runway markings for Runway 18/36 (phases 2 and 3). They told the commission they secured approximately $16.5 million in federal grants toward the work and that the city expects to complete the previously planned three-year program in about two years.
Phase 1 was near opening at the time of the meeting; staff noted subsequent closures will be scheduled to complete reconstruction. The commission approved the contract for a 255-calendar-day term by voice vote.
Next steps: Foremost Paving Inc. will proceed under the terms of contract 126-25-AIR-IFB; staff will coordinate phasing to minimize operational impact during construction.
