Brownsville approves BCIC funds for pipefitter training and Old Alice property acquisition

The Brownsville Community Improvement Corporation (BCIC) received city commission approval on Oct. 21 to allocate Type B funds to workforce training and a property acquisition.
BCIC staff outlined a high-demand job training partnership (Project 25-0010) with Workforce Solutions Cameron and Texas Southmost College that will deliver NCCER pipefitting levels 1 and 2, OSHA certificates, and associated equipment and materials. BCIC requested an amount not to exceed $150,000 for scholarships and tuition to reduce financial barriers for residents; Workforce Solutions contributed roughly $140,000 for equipment and materials, and Bechtel indicated an additional scholarship contribution. The program aims to train about 50 Brownsville residents with an 85% placement rate.
Separately (Project 25-0011), BCIC requested authorization for up to $500,000 for acquisition of the Old Alice property on Old Dallas Road to be leased to Cameron Works Inc. (doing business as Workforce Solutions Cameron). BCIC said the city, county and GBEC will each contribute equally; the city will manage the property, and lease proceeds will be applied to maintenance and improvements. The deed will restrict sale or transfer without partner approval.
Both requests were moved, seconded, and approved by voice vote. Commissioners praised the partnerships and noted the local need for skilled labor as LNG and construction projects increase demand.
Next steps: BCIC and partner organizations will execute MOUs and proceed with scholarship disbursement and property acquisition steps; staff will oversee lease terms and property upkeep.
