Leila Parker, senior project manager on the water resources team, told the board the update covers the city and adjacent unincorporated service areas and is "the eighth major update" of a plan first adopted in 1977; the planning team kicked off work in late 2024 and is "anticipating adoption in 2026." Parker said the update aims to streamline about 210 existing policies so the comp plan offers clearer, higher‑level direction while department plans (for example, the 2022 comprehensive flood and stormwater master plan) retain technical detail.
