The Boise City Council voted to adopt ORD-37-25, an ordinance terminating the revenue allocation area (RAA) for the River/Myrtle/Old Boise urban renewal plan and directing distribution and filing steps required by state law. The ordinance requires the city clerk or the Urban Renewal Agency (also referred to in the record as Capital City Development Corporation) to file the ordinance, boundary map and related documents with the county recorder, county assessor and the Idaho State Tax Commission.
During discussion a councilmember described the item as "a pretty big deal," noting the 30-year urban renewal district’s role in transforming downtown and praising the partnership with the Capital City Development Corporation. The council approved the ordinance on third reading after the clerk read the ordinance in full and a roll-call vote that carried the motion.
City staff noted the ordinance includes required notifications to affected taxing entities and the effective date language. The council’s vote concludes the formal closeout of the downtown RAA and sets in motion the administrative steps to distribute any surplus and file required records.
