Board notes HB 3991 referendum risk, schedules TSAP public check-ins

MPO staff did not dispute the observation and noted it could affect maintenance and transit funding timelines.
City and MPO staff also reported that the Transportation Safety Action Plan (TSAP) public process will kick off in January and that staff will seek at least two city council check-ins in 2026; staff requested help from council members on scheduling.
