Arkansas City commissioners approved Amendment No. 3 to the city manager employment agreement with Randy Frazer, extending his contract through Dec. 31, 2027, raising the annual base salary by 3.84% for calendar years 2026 and 2027, and increasing the city's deferred compensation contribution from 8% to 10% of biweekly base salary.
The commission recessed into executive session to discuss the contract pursuant to the personnel-exceptions citation read aloud in the transcript (rendered there as —KSA 754319 b 1—). After returning to open session, commissioners said the only change being made was the contract commencement date (moved from Dec. 2 to Dec. 31 to match the end of the previous contract).
