Blair County commissioners approve routine contracts, proclamations and small grants; solicitor fee proposal moved to next week

Blair County commissioners used their Oct. 23 meeting to handle routine business: adopting a proclamation for Red Ribbon Week, approving a series of consent and procurement items, and hearing a student presentation from Hollidaysburg Senior High School.
The board opened with a proclamation declaring October 2025 Red Ribbon Week and invited the Hollidaysburg SADD club to accept the proclamation and speak. "Throughout the year, our mission is to make this school a drug free and positive environment," Aliyah Walk of SADD told the commissioners as she described planned activities and outreach for the week.
On consent and procurement the board approved a consent agenda (with four items removed for separate handling next week) and approved several individual requests:
- A one‑year Advantage Prime service agreement renewal with Genmark Schneider Electric for the VA Galaxy 5,000 UPS, 11/01/2025–10/31/2026, at $5,800. - Approval to submit the FY2023–2025 HMEP year‑3 status report closeout to PEMA. - A purchase‑under‑threshold agreement with Pennsylvania Municipal Inc. for county road and bridge signs. - Approval of a $1,810 quote from Peneer to design and produce an interpretive panel and exhibit base/frame for the Fort Roberdeau lead mine exhibit; commissioners confirmed the cost is covered by a donation, not general funds.
A 2026–2028 solicitor fee proposal from Gabriel Farah law firm was introduced but a commissioner said they would vote no; the chair withdrew the motion and moved consideration of the solicitor fee proposal to next week's meeting.
The board adjourned; its next meeting is scheduled for Oct. 30, 2025.
