An unidentified staff presenter told commissioners the UPOC largely mirrors prior local language but includes one substantive change: an addition to the definition of "critical infrastructure facility" to cover wireline broadband, wireless telecommunications and associated equipment, including backup power supplies and cable headends.
Commissioners recorded a roll-call vote on both measures. Mayor Beeson, Vice Mayor Stover and Commissioners Stoneman, Tweedy and Warren voted yes on the traffic ordinance adoption and again on the UPOC adoption; both motions carried.
The adoption by reference places the League—s traffic rules and the updated UPOC into the city—s regulatory framework for 2025; staff recommended that local enforcement follow the standard language in those publications. No amendments or conditions were attached to either motion.
What happens next: The ordinances will be implemented consistent with the publications adopted and enforcement will follow existing local procedures. The commission did not indicate any additional hearings or public hearings related to these adoptions at this meeting.
