Blair County approves FY2025 CDBG submissions, adopts required fair housing resolution

Blair County commissioners on Oct. 23 approved submission of multiple FY2025 Community Development Block Grant (CDBG) applications and adopted a required fair housing resolution tied to U.S. Department of Housing and Urban Development (HUD) requirements.
Social Services staffer Trina told commissioners the county is requesting approval of cooperative agreements to administer the county's CDBG program for five entitlement municipalities — Hollidaysburg Borough, Tyrone Borough, Antis Township, Blair Township and Frankstown Township — and then asked for permission to submit the FY2025 applications. "We're requesting approval of the submission of the federal fiscal year 2025 community development block grant application to the Pennsylvania Department of Community and Economic Development on behalf of the 17 non‑entitlement communities, in a total amount of $247,001.52," Trina said.
Trina also presented a combined application on behalf of the 17 non‑entitlement communities and five entitlements totaling $816,389 and reminded commissioners that, as sponsor, the county is responsible for selecting projects and administering some allocations. "Blair County is responsible for 22 of those municipalities," she said, explaining which municipalities receive funds directly from DCED or HUD.
The board adopted the FY2025 fair housing resolution required for CDBG recipients. A commissioner asked whether the timing of the resolution was correct; Trina explained that the county typically holds fair‑housing activities in April but that the current paperwork satisfies HUD requirements for the FY2025 application.
The motions to approve the cooperative agreements and to submit the CDBG applications were moved, seconded and approved by voice vote.
What happens next: staff will submit the two CDBG applications to Pennsylvania DCED and proceed with local project selection and allocation as permitted by HUD and state guidance.
