Staff explained that remaining funds of the city commitment would be allocated via later design‑build amendments.
Joseph Franklin, the preconstruction manager for TA Loving, said the design team will pursue historical‑preservation standards, attempt to repurpose materials when appropriate, and perform required erosion/stormwater planning during phase 1. Members of council asked about material reclamation and whether erosion plans were part of phase 1; staff confirmed those items are included.
Because this was a continuation of previously discussed work and the final contract had been negotiated, staff placed the design‑build agreement on the next meeting’s consent agenda for formal approval rather than taking final action at the meeting.
