Goldsboro — The City Council unanimously approved a resolution authorizing execution of a contract with Mid Atlantic Associates to provide technical assistance and oversight for Goldsboro’s $500,000 EPA Brownfields assessment grant.
April Choice and development-services staff told council that eight firms responded to the RFP and Mid Atlantic was selected through the city's procurement evaluation. Nolan Barefoot, senior project manager for Mid Atlantic, described the firm’s experience in Eastern North Carolina and explained that assessment grants cover site characterization and do not fund cleanup; assessments can reduce liability concerns and unlock subsequent cleanup or redevelopment funding.
Barefoot said the consultants have already started site reconnaissance and expected to deliver an initial list of potential sites quickly. Council asked about liability, targeting criteria and regulatory compliance; Mid Atlantic said stakeholder-driven ranking will guide site selection and that monitoring and compliance are part of later cleanup phases, which may require additional grants.
Council adopted the resolution to execute the contract and authorized staff to proceed with the assessment-phase work.
