Catherine said the identified annual need to maintain an acceptable pavement condition is roughly $3,000,000; the manager's recommended and adopted funding for the current year is $1,200,000. She also described a plan to create a Powell-bill special revenue fund so council can more easily isolate and report paving expenditures.
Council members pressed staff on the distinction between maintenance (pothole repairs, street sweeping, curb cuts) and contracted paving (full resurfacing), and several members emphasized the urgency of moving funding toward the $3M target after decades of underinvestment.
Council unanimously adopted the resolution authorizing the itemized list of paving projects to be addressed with the $1.2 million appropriation.
