Dickinson authorizes SRF loan signatory for water main, lead line and Sims projects totaling $5.59 million in requests

The Dickinson City Commission on Oct. 21 authorized Deputy Finance Director Katie Greenwood to serve as the city’s authorized representative to execute and administer multiple Drinking Water and Clean Water State Revolving Fund (SRF) loans through the North Dakota Department of Environmental Quality.

Engineer and Community Development Director Sklachuk said the first SRF item ($1,591,000) was a previously approved loan for replacing cast-iron water mains and service lines and the only change requested was to update the authorized signer given staff changes. The commission approved that change.

Sklachuk then presented a $2,000,000 drinking water SRF loan request to be used specifically for lead service-line replacements; he noted remaining loan balances would carry 0.5% interest and the lead replacement component qualifies for 75% loan forgiveness under the SRF terms previously discussed when the loan was authorized. The commission approved assigning Katie Greenwood as the authorized representative for that loan as well.

Finally, the commission authorized Greenwood for the Sims corridor project (resolution 47-2025), which includes a $1,000,000 drinking water SRF loan to replace roughly 2,150 linear feet of cast-iron water main and a $1,000,000 clean water SRF loan to extend storm sewer piping and reline about 2,535 linear feet of sanitary sewer main along the project route. City engineering staff said interest rates on remaining balances would be 2% for the Sims loans.

All SRF-related resolutions passed on unanimous votes. Staff emphasized that, except for the signatory change, there were no other changes to the loan terms presented at this meeting.
