Council debate: council members framed the vote as a jurisdictional decision — one member said the choice is whether to have one government or two governments review the project and argued annexation allows the city to apply stricter guidelines. After discussion the council voted to approve the annexation. Council Member Gregory was recorded as voting no; Council Member Parker recused herself, and Council Members Mitchell and Tickler were recorded as abstaining in the clerk’s roll call.
