Housing commission orders deadlines, bids and inspections after multiple code‑enforcement updates

The Housing Commission on a routine docket of code‑enforcement cases set deadlines, authorized cleanup bids and demanded a 30‑day finance update for sprinkler repairs at a large apartment complex.

In a series of property updates, staff told commissioners that interior cleanup work has progressed at several addresses while exterior issues remain. For 5006 Delaware Avenue staff reported the interior was satisfactory but backyard open storage and hoarding will take longer to remediate; commissioners agreed to return the matter to the Dec. 10 agenda and gave the resident about 60 days to complete exterior cleanup.

At 1603 South Smith Street, staff presented photos showing the property cleaned and vehicles properly tagged. With no remaining code violations identified, the commission voted to close that case.

The commission authorized staff to obtain bids to finish debris removal at 1440 Millborough Circle after staff reported vehicles previously impounded were returned and that the under‑carport area remains noncompliant. Commissioners approved seeking contractors to finish the carport cleanup if the owner does not remedy the condition.

On 3406 Myra Avenue staff described ‘‘tremendous progress’’ on interior work for the resident identified as Miss Julie and recommended lifting the property's condemnation so she can return while finishing three remaining rooms. Commissioners expressed concern that allowing re‑occupancy could slow cleanup, but they approved lifting the condemnation with the condition of continued follow‑up and a return check on Dec. 10.

The meeting's most extensive discussion focused on 201 8th Street, an affordable apartment community with management reporting damaged or painted sprinkler heads and other outstanding safety fixes. Management and staff said a quote to replace about 300 sprinkler heads had been submitted and that the complex has about 144 units. Commissioners emphasized the safety implications as the holiday season approaches and directed ownership and the management company to secure a purchase order or contract and to confirm funding transfer within 30 days; the commission voted to see the property back in 30 days for proof of purchase or payment commitment.

During public comment, Jane Ballard, who identified herself as living at 3407 Myra, described lingering neighborhood impacts from dumpsters placed for the Myra cleanup, saying: "They start smelling, and I can't even sit outside and have a cup of coffee." Staff responded that exterior pest control will be scheduled and that dumpsters would be monitored and emptied regularly.
