El Campo awards professional services agreements tied to potential CDBG mitigation grant

Council approved Resolution R2025-56 to award engineering design services to Ward Getz & Associates LLC and R2025-57 to award project delivery services to Public Management, Inc., saying neither firm will be paid unless the city secures the Community Development Block Grant mitigation award.
The El Campo council approved two professional-services awards tied to a potential Community Development Block Grant (CDBG) mitigation application.
Staff said Ward Getz & Associates LLC (WGA) was selected through a competitive process to provide engineering design services for the grant application and would perform preliminary work up to the grant application phase; the city will not pay for WGA services unless the grant is awarded. The council approved Resolution R2025-56.
Staff also recommended Public Management, Inc. (PMI) to provide project delivery and grant-administration services; staff noted PMI has secured more than $18 million in funding on prior projects for the city. The council approved Resolution R2025-57. Both awards were described as contingent on the city receiving the grant; no payment or contract execution would occur if the grant application is unsuccessful.
Council members thanked staff and external partners for securing past grants and for pursuing potential mitigation funding to replace utilities and improve community resilience. No dollar amount for the design contract was required from the city at the time of selection unless the grant is awarded.
