City staff said Phase 1 includes a newly constructed and expanded dog park, ADA‑compliant restroom, paved walking trails with ADA access, lighting and signage, and parking repairs. Council members asked whether the dog park had been approved previously; staff said the dog‑park concept is part of the adopted January 2024 parks and recreation master plan and confirmed the grant application included the dog‑park element.
Council raised questions about noise and neighborhood impacts and whether additional mitigation (noise walls or other treatments) would be needed for surrounding residents; staff said hours of operation could be set and that future phases might include playgrounds or pavilions. The council approved Resolution 37‑55 to accept the county grant and commit the local match.
