The El Campo City Council on the evening of Oct. 21 approved Ordinance 2025-16, an amendment to the fiscal year 2025 budget to authorize municipal expenditures.
City staff told the council the amendment does not draw from the general-fund balance. Instead, certain utility-fund expenditures reflect funds from bonds the city issued in 2024 but that were spent in 2025. Staff cited examples of expenditures covered by the amendment, including emergency medical services items and civic center painting and furniture previously approved by the council. A councilmember moved approval; the motion was seconded and adopted unanimously.
The ordinance takes effect as adopted by the council. Staff presented the item as a closing amendment to align accounting for projects already underway, and emphasized that no general-fund balance would be used for these changes.
Council had no additional public debate before the unanimous vote. The meeting record shows the ordinance passed on a voice vote.
