Council approves $85,641 in community‑center change orders and extends Venue 1921 completion date

On Oct. 23 the East Ridge City Council approved multiple construction items related to two ongoing projects: change orders for the community center renovation totaling $85,641 and a no‑cost 33‑day calendar extension to Pillar Construction for Venue 1921.

City Manager Miller and project staff explained the change orders (Resolution 37‑50) include spray‑foam perimeter work, additional gutters and downspouts, floor grinding to correct elevation differences beneath existing bleachers and other items discovered during renovation. Miller said test and balance work at other facilities identified deficiencies that needed to be corrected to encapsulate the building and avoid persistent condensation issues on the gym floor.

Several council members sharply questioned why those items were not captured in the original design or bidding documents and whether the architect (H&K) should have identified them. “This is an oversight of HK Architects,” one councilmember said, adding that change orders increase project costs compared with including the work in the bid. Staff replied that some conditions only became apparent during demolition and that finishing the work now will avoid higher costs later.

On Venue 1921, staff presented Resolution 37‑51, a contract amendment granting 33 additional weather days with no increased contract price; staff said the extension moves substantial completion from Oct. 27 to Nov. 29, 2025, and allows time for punch‑list work. Council asked about utilities and interior readiness for holiday events. Staff said power has been activated and the kitchen equipment was expected shortly; they anticipate limited bookings in January and hope to use the venue for a staff Christmas gathering in December.

Both measures passed on roll call.
