Council approves MATTS participation, multiple special events and schedules second reading for special‑events ordinance

The City Council voted Oct. 7 to approve Eastpointe’s participation in the Macomb County Automobile Theft Prevention Team (MATTS) and to accept ATPA grant funds, authorizing the police chief to sign the agreement on behalf of the Eastpointe Police Department.
Council also introduced and gave first reading to an ordinance amending Chapter 6, Article 5 (special events) and scheduled a second reading and adoption for Oct. 21, 2025. The mayor and council did not adopt the ordinance at the Oct. 7 meeting; the first reading was supported and the formal adoption is set for the next regular meeting.
Several special‑event applications were approved with standard contingencies: EPIC Health Eastpointe Center’s ribbon cutting on Oct. 16 (contingent on temporary food license if food prepared on site and certificate of occupancy), Urban Seed’s 'Harvest of Horrors' on Oct. 25 (permits for food trucks and large tents, compliance with International Fire Code 2021), Crafty Crab trunk‑or‑treat on Oct. 31 (permits, temporary bounce‑house permits, site plan and traffic‑flow plan), and McLeod chiropractic tailgating on Nov. 2 with similar permitting and inspection requirements. All event approvals were contingent on meeting health, fire and permitting requirements and were approved by recorded roll call votes with all present councilmembers voting yes.
The council also approved payment of bills totaling $20,892,877.06; councilmembers noted much of that amount represents tax collections passed through to other jurisdictions.
Next steps: the MATTS agreement will be signed by the police chief; pending permits and inspections must be completed five business days before each approved event; the special‑events ordinance will return for second reading and possible adoption on Oct. 21.
