City approves $2 million in SRF loans for Sims street water and sewer work

The Dickinson City Commission approved Resolution 50‑2025 on Nov. 4 to accept two state revolving fund (SRF) loans totaling $2,000,000 for the Sims 2nd Street East to 9th Street East infrastructure project.
City Engineer Skolacek said the drinking‑water SRF loan ($1,000,000) will pay for about 2,150 linear feet of cast‑iron water main replaced as part of the Sims project. The clean‑water SRF loan ($1,000,000) will fund storm‑sewer upsizing and extension from Second to Fifth Street and sanitary‑sewer main repairs and relining of roughly 2,535 linear feet in the project area. Skolacek noted the loan carries an interest rate and administrative fee structure discussed in the packet; at the meeting staff indicated a combined interest/admin cost with a cited 1.5% interest and a 0.5% administrative fee component in discussion.
City engineering, public works and finance staff recommended approval; the commission voted unanimously to approve the SRF loans.
