Commission adopts finance‑committee bylaw changes and multiple code cleanups

The Dickinson City Commission on Nov. 4 approved a set of administrative and code changes intended to clarify committee membership terms and to place penalty language directly within three code sections, City staff said.
Deputy City Administrator Carlson told the commission the Finance Committee bylaws will change citizen-member terms from one year to two years, staggered so one seat begins in an odd year and the other in an even year to increase continuity. "We only meet quarterly and that was only 4 times," Carlson said, and a two‑year term gives citizens more opportunity to be involved. The commission adopted Resolution 48‑2025 to formalize the bylaw changes.
City Attorney Wenco presented three companion ordinances intended to clarify penalty language by adding an explicit statement that violations are class B misdemeanors within the sections themselves: Ordinance 18‑36 (amending section 36‑25 on blighted structures and junk), Ordinance 18‑37 (amending section 62‑65 on permit violations), and Ordinance 18‑38 (amending section 8‑195 relating to the International Property Maintenance Code). Wenco said placing the penalty wording directly in those sections avoids cross‑referencing other code sections and makes enforcement clearer. The ordinances, described by staff as having no changes since first reading, were approved unanimously.
Commissioners did not hear public comment on these items at the meeting.
