Cotati approves condition‑assessment contract for lift stations and wells

The Cotati City Council unanimously authorized a professional services agreement with Schaefer and Wheeler to perform condition assessments of the city’s four sewer lift stations and three well sites and to provide related recommendations, including generator specifications and a preliminary treatment design for Well 2.
Public works director Craig Scott said the contract is part of a shift toward proactive renewal and replacement. “This would be the first contract that puts us in that direction with our 4 sewer lift stations,” he said, and added the study will produce cost estimates and prioritized mini‑CIP projects to avoid emergency failures.
Staff noted Well 2 is the city’s only well without treatment for iron and manganese and the study includes a preliminary design to address that. The study also will identify appropriate generator types for lift stations to improve resilience during outages.
Councilmembers questioned whether consultants would only repeat staff knowledge; Scott responded that outside expertise is needed to synthesize maintenance records and detect trends so the city can time replacements (he cited typical pump life of 7–9 years). After discussion the council voted unanimously to approve the agreement and authorize the city manager to execute it.
