Chester Council adopts traffic-calming ordinance, approves housing and construction measures and several resolutions

Chester City Council on Oct. 22 adopted a set of ordinances and resolutions addressing traffic safety, land development, procurement and capital construction.
By unanimous voice vote the council adopted Ordinance No. 4 of 2025, enacting a new article governing traffic-calming measures (criteria and procedures for installing measures designed to reduce vehicle speed in residential areas and related police education/enforcement activities).
Council also approved a resolution amending Resolution No. 94 of 2025 granting preliminary and/or final approval to SilverCare Senior Housing for a master land-development plan to convert the property at 2500 West 9th Street into an independent-living facility with support services.
