Commission denies used-car-lot permit, approves board appointments and moves forward on city-manager search

The denial required a supermajority because the applicant appealed the planning commission's denial; the City Commission voted to deny the request following staff recommendation.
Board appointments and reappointments: The commission also moved through a lengthy slate of appointments and reappointments across multiple advisory bodies: airport board reappointments, transit advisory committee seats, planning and zoning appointments, the Brownsville Border Film Commission, CVB appointments, the library board, the animal regulation and care advisory committee (RCAT), the Brownsville Community Improvement Corporation and the historic-preservation committee, among others. Several commissioners held individual appointments for the Nov. 18 meeting; other nominations were approved by voice vote.
City-manager search: After an executive session the commission returned to open session and voted to retain an outside consultant to assist the commission with the city-manager selection and transition process; staff discussion named CPS HR during the discussion and commissioners approved proceeding with an external human-resources search firm.
Votes and process notes: Most appointment and consent votes were recorded by voice vote with commissioners saying "aye"; several individual appointments were held for follow-up and staff will stagger terms for some committees to avoid simultaneous expirations in future cycles.
What was decided: Deny the specific-use permit appeal for the used-car lot; approve multiple board appointments and reappointments; proceed with an external consultant to support the city-manager recruitment/selection process. Several appointment items were deferred to Nov. 18 for confirmation.
