Council backs bonding plan and hires MSA to design 3rd Avenue SW / Hayes St SW reconstruction

Cascade City Council on Oct. 13 voted to move forward with bonding and to contract MSA to design the 3rd Avenue Southwest / Hayes Street Southwest reconstruction project.
City staff recommended a 10-year bond with an expectation to call and pay off the bond after seven years if possible, aiming to establish a rotation of major street projects roughly every seven years. Staff said approximately $1.4 million in bonding was under consideration; the 2017 street bond will be paid off this year so the net debt increase would be modest (roughly $40,000 in annual payments, per staff). The project scope discussed includes replacing the existing roadway (approx. 31 feet back to back), adding five-foot sidewalks on the west side of Hayes and north side of Third Avenue to improve ADA access, upsizing a problematic 4-inch water main, and replacing storm sewer infrastructure in kind (no major upsizing planned), with limited storm improvements where necessary.
Council discussed federal/state grant prospects, the limited advantage of SRF for this project (because SRF would not beat the quoted bond rate and would increase engineering and planning costs), and local constraints where right-of-way is tight. Staff said design would begin this winter, with a bid opening in March and construction next season. The council approved engaging MSA under Resolution No. 100-25 (motion by Delaney; second by Gail).
