Senior Planner Lenny Crow briefed the council on how development‑code text amendments move through staff, the planning commission and city council, and how the state review process is integrated.
Crow said the city’s development code is codified as Title 14 of the Cottage Grove Municipal Code and cited the governing state authority (transcript reference to ORS 227.215). He described typical drivers of code changes — state law updates, housing rules, historic‑preservation updates and correction of scrivener errors — and explained the steps staff takes: direction, a staff report with findings, submission to the Department of Land Conservation and Development (DLCD) through the online portal, public hearing at the planning commission, and a second public hearing at council. He noted statutory notice windows (paper notice 20–40 days, newspaper ad at least 10 days before the first hearing) and that some ordinances may be adopted in a single meeting if the ordinance is available to council at least a week before the vote.
Councilors asked about floodplain elements, turnaround time for DLCD review, and whether routine scrivener corrections required the same notice as substantive changes; Crow said the city maintains a running list of amendments, groups scrivener corrections where possible, and follows DLCD submission timelines. Councilors were reminded that the planning commission’s recommendation is advisory and council is not bound to accept it.
