The Florence City Council approved Municipal Order MO 13 20 25 to declare one 2017 Ford Interceptor police cruiser (cruiser 2706) surplus and authorize its transfer to Breathitt County High School’s criminal justice program in Jackson, Kentucky. The transfer and execution of a transfer agreement were approved unanimously, 6–0.
Chief Mallory explained the department budgets annually for new cruisers and uses older vehicles as spares or auctions them. He said the department was contacted by Kenneth Spicer, identified as a criminal justice instructor at Breathitt County High School and a retired police chief, who asked whether a decommissioned cruiser could be donated for use in training.
Chief Mallory said the vehicle had been stripped of Florence decals and "was set to go to auction," and that the high school intended to use the cruiser for traffic-stop simulations, patrol training and vehicle searches. Council member Mister Wynne moved to approve the municipal order; Mister Schneider seconded the motion. Roll call votes were all yes (Miss Wingo; Miss Chambers; Mister Wynne; Miss Whelan; Mister Snyder; Miss Cable), and the motion passed 6–0.
The council did not discuss any transfer conditions on the record beyond noting the vehicle’s decommissioned status, and the transfer agreement execution was authorized. Any further terms of the agreement or requirements for the high school’s use were not specified in the transcript.
