Conway explores permanent outdoor event space on Laurel Street; staff to return with examples

City planning staff asked the Conway Planning Commission on Nov. 6 to consider whether the unified development ordinance should allow a permanent outdoor event space on a privately owned lot on Laurel Street.
Staff described the proposal as distinct from temporary special events because the owner would construct a permanent pergola or decorative entrance and possibly a stage, and could host regular live music and food trucks. Because the facility would function as an ongoing business location rather than a one-off special event, staff said it could trigger building-code requirements such as on-site restrooms and would likely require a special-exception approval with posted notice and the ability for nearby property owners to comment.
Commissioners discussed operational concerns including truck access and circulation, restroom access, hours of operation and noise limits. Staff noted that nearby public restrooms inside the Blackwater Market might be available and that design or a connecting door could address patron access, but that the tractor-shed site downtown could present greater challenges.
No formal vote was taken. Staff committed to returning next month with ordinance examples and draft options for how to permit and condition this use.
