The El Campo City Council on Oct. 13 approved Resolution R2025‑50 to award a contract for permanent generators and automatic transfer switches at three city water plants (Wilson Street, Kentucky Street and Avenue F).
Staff explained the project was delayed while FEMA processed the grant and that the award is a reimbursement‑style grant; staff said FEMA will reimburse roughly 90% of eligible costs and the city is responsible for approximately 10% of the expenditures. Bids were opened Sept. 16; staff reported two bidders — J4 Fencing and Services LLC and McDonald Municipal and Industrial — and recommended awarding the contract to J4 based on the bid evaluation performed by Strand and Associates.
Councilmembers asked about generator brands and long‑term maintenance. Harley Schrock, representing J4 Fencing, said the firm was sourcing units through a Houston supplier with field technicians and that the units matched specifications similar to Cummins models. "They're sourcing them from a company out of Houston that has different technicians with themselves and then also will help with the, you know, any maintenance," Schrock said.
Council moved and seconded the resolution and the motion passed. Staff said the city will cover its share from the utility fund and that the FEMA reimbursement structure requires the city to document and submit eligible expenses for later reimbursement.
