Commission recommends Highway Commercial zoning for Church Street/Cottage Lane parcels

Planning staff said one of the parcels has housed a title-loan business for several years and the other parcel is largely vacant except for a billboard; both parcels were currently zoned low/medium-density residential (R‑1) under county jurisdiction but the requested Highway Commercial (HC) zoning is consistent with the city's future land use map. Staff also said the matter was advertised as a public hearing.
The chair opened the hearing and, after no one from the public spoke, the commission closed public input and a motion to approve the rezoning was made, seconded and approved with commissioners voting "Aye." Staff also noted the applicant was not present to speak during the hearing.
Commission discussion touched on the site's context as a "doughnut hole" in the city's zoning map — parcels with residential zoning surrounded by commercial zoning — and on the property's adjacency to existing commercial uses.
