Cocoa council approves building permit fee adjustments to capture plan-review and consultant costs

The City of Cocoa approved Resolution 2025-088 on Nov. 18 to adjust portions of its building permit fee schedule, keeping the $75 residential and $100 commercial base permit rates while adding or increasing fees intended to recover plan-review, floodplain review and reinspection costs.
Miss Newton, presenting for city staff, said the changes are intended to align Cocoa's fee structure with neighboring jurisdictions and to capture costs the city now pays to outside consultants for plan review and floodplain certification. "The base fee schedule is not changing for both residential and commercial permits," she told the council, noting the staff recommendation adds a plan review fee and raises floodplain-review and reinspection charges.
Newton said the city will continue granting discounts under Florida statute for projects that use private providers for plan review or inspections, and that floodplain review fees were increased to offset outside consultant costs. She also described incremental increases to plan revision and change-of-contractor fees and said the amendments are consistent with regional practice.
Council members asked clarifying questions; a motion to approve the staff recommendation was moved and seconded and passed by voice vote. The resolution takes effect Jan. 1, 2026; staff said they will post the updated fee schedule in the city's permitting portal and incorporate the changes when processing applications.
