Cascade holds first reading of refuse-rate ordinance; staff asked to confirm spring/fall cleanup costs

Oct. 27, 2025 — The Cascade City Council completed the first reading of an ordinance amending municipal refuse collection rates and discussed whether the proposed increase would cover seasonal cleanup costs.

During the first reading of Ordinance No. 4-25 (amending Title VI, Chapter V, Section IX on refuse collection rates), staff explained the current residential monthly rate is $11.20 and that the proposal would raise the fee to $11.50. Council members asked whether that increase — roughly 30 cents per month — would be sufficient to cover spring and fall cleanup expenses currently billed separately.

One councilmember said, "If spring and fall are included within the $11.20 rate currently... Sammy, is what wondering," and asked staff to pull invoices and household counts to verify. Staff estimated the number of households at approximately 1,100–1,200 and offered to return with expense totals and a billing history to determine whether the proposed 30-cent increase is adequate.

Councilmembers discussed allowing commercial accounts to obtain a second tote at a commercial rate and noted that the extra tote fee is more expensive than a residential additional tote. The council agreed approving a first reading now would allow staff time to research cleanup costs and present findings before a second reading that could include amendments.

Delaney moved to approve the ordinance's first reading; Weber seconded. The council approved proceeding with the first reading by roll call and will consider possible amendments at the second reading after staff reports back with cost details.
