Staff said the city has preliminary verification from the Department of Commerce to proceed to randomized LMI (low- to moderate-income) surveys in a targeted area of the city; CDBG Community Facilities grants can fund up to $1,500,000 and require a minimum 20% local match. Staff noted the new randomized survey process and recommended using Ransom—who has worked with the city previously—to complete surveys and prepare the application, billing hourly up to the lump-sum cap if needed (SEG 1411–1416, 1468–1475).
Council approved the agreement by motion and voice vote. Staff said the survey work will begin this year and extend into the spring to allow engineering and application preparation so the city can apply promptly once the local sales-tax funding becomes available in 2026.
The contract authorizes staff to pursue a large-scale sidewalk project intended to reduce the inefficiency and cost of repairing sidewalks property-by-property and to better position the city for additional state and federal funding programs.
