Harlingen commissions adopt comprehensive, downtown and parks plans on first reading after joint hearing

Harlingen commissioners voted on Nov. 13 to adopt on first reading an updated comprehensive plan, a downtown plan and a parks, recreation and trails (PROS) plan following a joint presentation and public hearing. The Planning and Zoning Commission unanimously recommended approval and the City Commission voted to approve the ordinance on first reading.
The plan package was presented by consultants from Fries & Nichols, who said the work began in October 2024 and produced nearly 400 pages of analysis and recommendations. A Fries & Nichols representative said, "This is a 100% grant funded, no match," and emphasized the plan is advisory: "A comprehensive plan is not regulatory.
