Commission OKs 4‑over‑4 sash compromise at 416 Canal Road to improve ventilation while preserving character

The El Paso City Historic Landmark Commission approved replacing casement windows with 4‑over‑4 sash windows at 416 Canal Road, finding the proposed compromise balances the owner’s need for operable windows with the district’s historic character.

Preservation staff explained that Chihuahuita’s design guidelines favor repairing existing windows and, where replacement is required, matching the original type, style and material. Staff noted that casement replacements are expensive and that safety and firefighter access can be a concern with certain casement operations. The owner said he had difficulty opening the existing casement windows and requested windows that operate up and down for air circulation behind security grills.

Commissioners and staff discussed alternatives such as single‑leaf casements and 4‑over‑4 sash windows that mimic the historic look while meeting the owner’s operation needs. Staff advised the commission that a compromise the commission had used before—replacement that preserves visual patterns with modified operation—would be acceptable. One commissioner moved that the casement windows be replaced with 4‑over‑4 sash windows with the frame on the outside (to create depth); the motion was seconded and passed by voice vote.

The owner indicated acceptance of the compromise as long as the windows operate in the manner he requested. Staff asked for exterior muntin placement to retain visual depth and historic appearance. Permitting and final details will be handled administratively subject to meeting the guidelines the commission specified.
